Study plan; no project data published yet. This is a plan for research. It is not a finished study.
Choose the group before the headline
The planned first group is federal impact reviews that entered formal planning in 2020 to 2022. Check the official list is complete. Include finished, withdrawn and open files.
Keep each clock clear
- Days on the calendar from a named start point.
- The legal clock: its start, end and allowed pauses.
- A public promise: who made it, when, and which work it covers.
- Time linked to the applicant, reviewer or courts, where records show this.
Do not confuse the steps
A decision to review a project is not approval of it. Approval is not the start of building. If a date is missing, say so.
Show the method before an average
Link every event to an official source. Keep a dated record of changes. Do not hide dropped files or mix unlike steps in an average.
Show single cases first. Compare groups only when the records support it. There is no live delay counter yet.
