Two separate barriers
The August 2026 notice limits access to vehicle makers or their agents. A new seller cannot assume it has the same route as a maker. The number cap is a second barrier. A safe car can still lack a quota place.
Our ask is to end both trade barriers. Keep the duty to prove safety, handle recalls and answer for harm. Apply those duties to any firm that can meet them.
What we will count next
List each permit class, who can apply, who holds access and how much is used. Check whether a new firm can enter without buying a scarce right from an old one.
Food import quotas and farm production quotas are distinct rules. We oppose both forms of market protection. Count each cost once. Price the public cost of any fair changeover.
