Give small firms more ways to borrow

Open more paths to loans. Look at the cash a firm earns, not just what it owns. Count the cost of any public backing.

Our planUpdated:

Our argument

A firm with good sales should have more than one way to seek a loan. We want fair room for lenders that judge cash flow as well as assets. More choice still needs sound checks on risk.

What must change

Open more paths to loans. Look at the cash a firm earns, not just what it owns. Count the cost of any public backing.

What a win looks like

More sound firms get useful choices, with risks and public costs in view.

Public cost

We have not yet priced this ask for the public purse. Any public aid must be priced before we seek funds for it.

The evidence

B-E01

In a federal survey, 97% of small firms that sought debt funding in 2025 were approved.

Limits: The share asked to back loans with assets was 75% in 2025 and 66% in 2024. The survey does not cover building loans alone. It leaves out firms that gave up before applying. It does not prove that each refusal was unfair.

B-E02

Canada’s Competition Bureau began a study of small-business loans on 12 January 2026.

Limits: The study looks in part at term loans. These are loans paid back over a set time. Starting a study is not proof of wrongdoing. This record states when the study began. It does not say what stage it is at now.

Studies and notes

No case study is published here yet. This is the next question to check.

What we need to check

Compare loan terms, defaults and firms turned away. Price any public loan backing before calling for it.
