Count the whole energy bill

Compare each project with other ways to meet the same need. Show costs, harm and risks before giving public help.

Our planUpdated:

Our argument

A project is not a good deal just because it creates sales or jobs. We want the whole bill: public help, climate harm, cleanup and risks. Compare ways to meet the same need over the same span of time.

What must change

Compare each project with other ways to meet the same need. Show costs, harm and risks before giving public help.

What a win looks like

Public choices use full costs and honest alternatives, not gross sales alone.

Public cost

We have not yet priced this ask for the public purse. Any public aid must be priced before we seek funds for it.

The evidence

E-E01

Alberta’s auditor put oil-sands mine cleanup costs at $51.9 billion. The security held was $1.8 billion. Security means funds or pledges held to help cover the bill.

Limits: These are total cost estimates, not a bill paid each year. The gap is not proven debt for the public. It leaves out other wells and the total cost for pipelines.

E-E02

Federal pipeline rules use trusts, credit letters or bonds to back future cleanup.

Limits: Some trust funds build up over time. Check each firm’s costs, funds, payment dates and exceptions. This rule alone does not show that all costs are covered.

Studies and notes

No case study is published here yet. This is the next question to check.

What we need to check

Use shared assumptions for oil, gas, solar, storage and other options where they serve the same need. Show who gains and who pays.
