We have not yet priced this ask for the public purse. Any public aid must be priced before we seek funds for it.
PBO modelled two plans for 2025. The payments cost about $107 billion and $53 billion in that model. Both plans pay less as income grows. This is not a price for universal basic income.
Limits: The sums count extra help for disability. They leave out tax changes and changes in work. Who counts as family can change the bill.
A German trial found better mental health. It found no clear change in the share with jobs.
Limits: The main trial had 107 recipients and 1,580 people in the comparison group. This is not a test of a tax-funded plan for all of Canada.
A US trial found that people given more cash did about one to two fewer hours of paid work each week.
Limits: 1,000 people got US$1,000 a month; 2,000 got US$50. The weekly-work estimate uses 2,940 people. It does not show the full effect of national taxes or prices.
Bill S-206 seeks a national plan for a basic income guarantee. It is in Senate committee, not law.
Limits: A framework bill does not mean payments are approved or people can apply.
