The clocks on the public record
These are the days counted for each phase by the agency when we checked. They are not one clock. We have not checked every pause or legal change.

What happened
Read this with the numbers
- These cases are a chosen sample. Do not use them to rank provinces or all projects.
- This tracks one federal review. It does not track every permit, court case or start of work.
- Calendar days include work by the applicant. They are not all days of government review.
- We have not checked all legal clocks, pauses and extensions. We do not label this review late.
- Do not add the day counts from these phases. Their rules and start points differ.
A decision ends this first review clock. More permits or conditions may still be needed. Listing a project does not mean we support it.
- Publish one clear record for each project.
- Show who must act next and by when.
- List each pause, its reason and who asked for it.
- Publish decisions and reasons on time. Keep public input and Indigenous rights.
How we count
- We use the federal registry start date, not the first idea for a project. Earlier files may exist.
- We stop at the first decision or the end of the review. Later changes get their own events.
- We show the law used for each review. An older law cannot be judged by today’s rules.
- A long wait is not proof of agency delay. The applicant may still be doing studies.
- We do not add the phase clocks. Their rules, start points and pauses may differ.
- We have not priced the cost of delay. These six cases cannot show the share of all projects that are late.
We do not apply one two-year promise to all these projects. Listing a project does not mean we support it.
