How to read this chart

Net sales are new sales less repayments. A negative value means more was paid back than sold. All four quarters must be present.

What this does not show

This is not the change in total public debt. Prices, exchange rates and other debt can also change that total.

  • This covers bonds classed as issued in international markets by public bodies based in each country. It is not all public borrowing. It is not all bonds held abroad.
  • Net sales are not the change in total public debt.
  • A year appears only when all four quarters are reported. A missing quarter is not zero.
  • Yearly mean rates give an estimate in the chosen unit. This is not a sum of each day’s converted value.

Make the case for change

A chart can show a gap. It cannot prove what caused it. Read the evidence, the costs and the change we seek.
